We cleared the blockage, replaced the cap with a wind-resistant model rated for high-exposure installations, and then moved inside to the firebox. The thermopile was producing 280 millivolts under load. Most gas valves need at least 325 to open reliably, and hers required 350. That's a textbook thermopile failure, not a thermocouple issue. We replaced it on the spot.
